Miss Charles, 20, from Mays Landing, N.J., is a professional singer who has opened shows for Frank Sinatra, Gladys Knight and the Pips and Lou Rawls. She this week became the first black to capture both her swimsuit and talent events in preliminary competitions. Miss Williams, 20, of Millwood, N.Y., is a Syracuse University junior, majoring in musical theater with an eye on a Broadway stage career. Before Cheryl Brown of Iowa broke the color barrier in 1970, blacks had appeared on stage only once, in 1922, playing 'slaves' to His Oceanic Majesty, the host in the early days. Only a dozen black women have ever participated in the pageant, which was restricted to whites until the late 1950s, and none has finished higher than Lencola Sullivan of Arkansas, who placed fifth in 1980.
